Sending IPv6 Datagrams
在任何IPv6数据包可以发送前，PPP必须进入network-layer protocol phase，而且
IPv6 Control Protocol必须达到Opened state。
IPv6包被encapsulated到PPP data link layer frame的Information field。
Protocol Filed的类型为： 0x0057
IPv6包的最大长度是PPP frame信息域的最大长度。
IPV6CP和LCP的格式一样：
Data Link Layer Protocol Field，IPv6的为：0x8057 (IPV6CP)
code filed，只使用1-7
Configure-Request, Configure-Ack,
Configure-Nak, Configure-Reject,
Terminate-Request, Terminate-Ack and Code-Reject

用来协商一个唯一的64-bit nterface identifier to be used for
the address autoconfiguration at the local end of the link
